According to Paolo Ardoino, CEO of Tether, this 1 billion USDT issuance replenishes the inventory of the Ethereum network. The fact that the transaction is approved but not yet issued means that this issuance will be utilised for inventory for cross-chain trades as well as the subsequent issuance request.
